This "googol" only refers to the base number of 10. Even if she is correct, I must say this rare presentation of 350 x 10^6 as 350^6 would make lay person like me think that it is 1 838 265 625 000 000 but NOT 35 000 000. A writer should direct his/her ideas to readers in language or notations that can be easily understood. Ambiguous usage would lead to confusion.

haha perhaps I am wrong.

Scientific notation is to represent numbers in its simpliest form for the sake of communication.

It is not a common practice to put 350x 10^6, rather it should be 3.5x10^8.

And as Ray said 350^6 is an error or perhaps a typo, it is not representing 3.5x10^8.

Further CFU is never represented in anything like 350^6. For your reference, CFU stands for colony forming unit, it is an approach to count for the quantities of bacteria based on 10-folds of dilutions. This would make the "to the base of 10" of more sense.

"googol" otherwise is a special notation of the natural number, it is not as you propose an example of scientific notation.
